Abstract／會議主題簡介：

This talk advances the discussion beyond the rhetorical appreciation of Science Diplomacy (SD) by proposing a structured conceptual framework intended as a practical strategic planning tool. Drawing on a systematic literature review of SD and cross-border agricultural research, the talk reframes SD not merely as goodwill-driven cooperation but as a purposeful mechanism to align policies, strengthen institutional linkages, build capacity, and drive cross-border knowledge flows in agricultural innovation systems. 

這場演講旨在推進對「科學外交（Science Diplomacy, SD）」的理解，提出結構化的概念框架，以作為實用的策略規劃工具。演講基於對科學外交及跨國農業研究的系統性文獻回顧，重新詮釋科學外交——不僅是出於善意的合作，更是一種有目的的機制，旨在對齊政策、強化制度連結、建構能力，並促進農業創新體系中的跨境知識流動。

It introduces an analytical framework and scenario matrix designed to map and interpret the diverse pathways through which SD can influence agricultural innovation. The scenario matrix integrates two key dimensions—openness of scientific collaboration and the degree of institutionalisation—to illuminate how different combinations of these factors give rise to distinct strategic configurations. 

演講將介紹一個分析框架與情境矩陣，用來描繪並解讀科學外交影響農業創新的多樣途徑。這個情境矩陣整合了兩個關鍵維度：科學合作的開放程度、制度化的程度，以揭示這些因素在不同組合下，所產生的各種策略性配置。
