Bio

Holding a Ph.D. in Policy Management from the University of Manchester, the professor’s research expertise spans sustainable policy management, ESG sustainability reporting, greenhouse gas inventory and implementation, public policy management, ESG (Environmental, Social, and Governance), resilient cities, privatization management of public enterprises, regulatory governance, organizational behavior (OB), and human resource management (HR). With extensive industry–academia integration experience, he has long focused on ESG governance and carbon governance, having provided consultancy and guidance to more than twenty technology companies and small- and medium-sized enterprises (excluding the public sector). His work has supported the development of ESG sustainability reports and greenhouse gas inventory governance systems, and he continues to offer professional support for sustainability strategies and governance transformation for both enterprises and government agencies.
 

He currently serves as Professor at the College of Sustainability, National Tsing Hua University, and as Director of the Center for Net-Zero Governance and Talent Development. His research and teaching focus on sustainable policy management, ESG and carbon governance, resilient cities, privatization management of public enterprises, regulatory governance, and OB & HR. He is dedicated to advancing sustainability education, public governance, and governance innovation. His previous administrative roles include Deputy Director of the Continuing Education Center, Section Chief of the General Affairs Division of the Office of Global Development, and Secretary-General of Zhushong Community University, demonstrating extensive experience in higher education governance and organizational management.
 

In terms of international academic and professional service, he has served as Advisor to the Centre for Innovation Management and Enterprise (CIME) at the University of East London, and as a Research Fellow at the UK Centre for Regulation and Competition. He previously held positions as Research Assistant at the Centre for Regulation and Competition, University of Manchester, and as Teaching Assistant and Assistant Lecturer for the MSc program at the Institute for Development Policy and Management, University of Manchester. He is also a Board Member and Lifetime Member of the Fulbright Alumni, Taiwan, a Board Member of the Taiwan Association for Schools of Public Administration and Public Affairs (TASPAA), and a Board Member and Lifetime Member of the International Society of Management, actively contributing to international academic communities and public governance networks.
 

In the field of industry and policy consultancy, he has served as ESG Consultant to the Technology Education Division of the China Productivity Center Foundation, Distinguished Research Fellow at the Institute of Materials and Chemical Research (ITRI), and Net-Zero Advisor for the Taipei City Industrial Energy Conservation and Net-Zero Advisory Task Force. He has also acted as BOT Consultant for Ding-Han Engineering Consultants, and as Public–Private Partnership Consultant for Chien-Yeh Law Offices and Chien-Chih Knowledge Management Co., Ltd., providing professional advisory services to government and industry in sustainability strategies, carbon governance, policy planning, institutional design, and governance evaluation. In addition, he serves as a member of Environmental Education Fund Management Committees in multiple counties and cities, as an examiner and grader for Taiwan’s national civil service examinations, and as an invited lecturer at institutions including the Civil Service Development Institute (Executive Yuan), National Academy of Civil Service, CPC Corporation Training Institute, Chunghwa Telecom Training Institute, Taiwan Institute of Service Industry, and the National Science and Technology Policy Research Center (NARLabs), promoting ESG policy development, net-zero strategies, and public governance capacity building.
 

Regarding honors and awards, he has received the Flexible Salary Subsidy for Recruitment and Retention of Distinguished Talent at National Tsing Hua University (2017–2023), the Outstanding Research Award from the NTHU Outstanding Talent Development Fund (2022), and two Fulbright Visiting Scholar Awards (2008–2009; 2016–2017). He conducted academic research at Indiana University and the University of Florida, strengthening international academic collaboration networks.

In teaching, his courses cover undergraduate programs, master’s programs, executive master’s programs, and continuing education programs. Course themes include education for sustainable development and legal literacy, public policy and sustainability, public governance, institutional analysis, environmental issues and policy marketing, environmental policy and society, sustainable development policy analysis and seminars, and environmental governance and civil society. In the ESG field, he offers specialized courses such as Corporate Sustainability, Deconstruction and Reconstruction of ESG, the Relationship between SDGs and ESG, Linkages between ESG and GRI, TCFD, and SASB, and ESG Reporting Practice. These courses systematically cultivate students’ professional competencies in corporate sustainability management, sustainability governance practice, and ESG strategic applications, contributing to the advancement of sustainable corporate governance and management.
 

In academic service, he has long served as a reviewer for leading international journals, including Public Administration Review, Public Management Review, International Review of Administrative Sciences, Telecommunications Policy, Utilities Policy, Expert Systems with Applications, Sustainability, Technological Forecasting and Social Change, and Journal of Innovation and Knowledge, and has also served as a member of editorial boards for multiple international journals. He is committed to promoting academic quality, interdisciplinary research integration, and the development of global scholarship.
